The First Lady, Mrs. Jeannette Kagame inaugurated the center in July 2009. The centre is the first of its kind in Rwanda and has managed to fill a gap in responding to and preventing GBV. Isange is a Kinyarwanda word that means “Feel at home”. The Isange One Stop Center is intended to complement national efforts in responding to Gender Based Violence (GBV).

It is located within Kacyiru Police Hospital, which is a public hospital that provides different types of care medical care. Isange Center is a specialized free-of-charge referral center where survivors of Gender Based Violence can find comprehensive services such as: medical care; psychosocial support; police and legal support, and collection of legal evidence.

The center works closely with police stations, sector, cell and village leaders in surrounding areas, community police, hospitals and health centers. In order to effectively respond to and prevent child domestic and gender-based violence, it is paramount that survivors receive comprehensive services. This will guarantee their medical, psychological and psychosocial wellbeing, avoid stigmatization and ensure protection and justice. From July 2010 to date Isange One Stop Center received 6,246 GBV cases of which 4,499 cases (67.87%) are Sexual violence cases and 1,747 (26.35%) are domestic violence cases.
